   Andover residents voted to stop Powdermill Square Medical Health Clinic workers and visiting sick patients from using the 285-car, underground sewer- and chemical-contaminated garage after a flood event. Now town leaders want them to use it. Town leaders are putting tax revenue dollars ahead of the health of innocent human beings. Town leaders have lost their ability and their right to lead
