Message: Leave town bylaw to town           4/26/00
   Article 84, a proposed change to make town zoning bylaws governing the flood Hazard District concur with related federal regulations, is expected to be withdrawn on the floor of Town Meeting  by  its  petitioner, Andover  attorney  Robert Lavoie.
   Lavoie represents Northpoint Realty, Inc., developers of Powder Mill Square, a Stevens Street project in the flood district by the Shawsheen River.
   Lavoie wrote the article, but now says he'll withdraw it, after consulting with the members of the Department of Planning and Community Development.
  "There seems to be growing consensus that a rewriting of this magnitude really should be a town-sponsored process, and would be best handled in the context of general review and update of Andover's Zoning Bylaw that has been under consideration for some time," Lavoie said in a letter to selectmen.The discrepancy between Andover's local by-law and federal regulations surfaced as Planning Board members considered approving the proposed Powder Mill Square project.  - —Rebecca Lipchitz
