   The site at North Main and Stevens Streets, Andover Massachusetts is on the National Register of Historic Places as part of the Andover Village Industrial District. Known primarily for its nineteenth century mill occupation, it, however has an equally significant eighteenth century importance. The Phillips Powder Mill operated here during the Revolutionary War and later a paper mill was on this site.  Given the site's proximity to the Shawsheen River, further exploration is recommended for Colonial and Native American evidence.

   Comprehensive historical and archeological surveys should be required. Your utmost consideration of the National Register property is fully endorsed by the Andover Historical Society.
